PARATRANSIT POLICY AND PROCEDURES

August 24, 2004

 

PURPOSE OF THIS POLICY

To set procedures and guidelines for use of the UW Paratransit service and to insure safe and responsible transportation for all passengers and drivers.  The UW Paratransit service is designed for transportation to and from work, school, medical/dental appointments, to meet nutritional, social and recreational needs, and other personal travel within the parameters of the service area.

 

ELIGIBILITY

Anyone is eligible to participate in this service, as it is open to the public.  Persons who are not disabled and are not faculty, staff, or students enrolled at the University of Wyoming are required to call the Laramie Senior Center (745-5116) for a ride before calling Transit  & Parking Services.  Upon denial for a ride by the Senior Center, these persons may call Transit & Parking Services at 766-3821 (T.D.D. 766-4103).

 

APPLICATIONS

Ø      Applications for Paratransit Service are required and are available at:

  •  University Disability Support Services (SEO) Office- Room 330, Knight Hall
  •  Fleet Services- 14th & Lewis
  •  TransPark Office-10th & Lewis

Ø      Completion of the form:

·        All applicants must have their physician complete and sign the application

                                                -or-

·        University Disability Support Service’s personnel may complete the application if the applicant is registered for their services.

Ø      Applicants with a permanent disability need to fill out the application only once and applicants with a temporary disability must show an expiration date on the application. 

Ø      Applications must be submitted no later than three weeks after the first scheduled ride.

   

OPERATING HOURS  

6:30 a.m. to 6:00 p.m., university business days.

 

SERVICE AREA

Individuals can be transported within the Laramie city limits and adjacent area within two miles of the Laramie city limits.

 

REQUESTING AND CANCELING RIDES

Transportation will be provided on a first-come, first-serve basis within the parameters of the service area, operating hours, and the daily schedule. Individuals are required to supply specific information, such as addresses, when scheduling rides and may contact Para-Transit by telephone at 766-3821 (T.D.D. 766-4103) to request or cancel rides.

  •       Permanent rides:  Applicants are allowed to schedule rides on a permanent basis if desired.  Riders will not lose a time slot once the appointment has been made, however, failure to show for one pick-up time will result in the cancellation of all further rides until the rider notifies Transit & Parking Services to reinstate the service.

  •       Temporary rides:  For the rider’s convenience and scheduling ease, a day’s notice is ideal. If not possible, calling an hour in advance also enables Transit staff to accommodate needs.

  •       Cancellation of rides: If necessary to cancel a ride, it is the rider's responsibility to inform Transit & Parking Services at least one hour in advance. 

 

COURTESY TO THE DRIVER

Please extend the following courtesies to the driver:

  • Riders are required to be ready and waiting at the scheduled appointment time.  For liability reasons, the driver's responsibility extends only to help clients on, in, and off the bus and the driver is not required to help clients to the bus from a pick-up point or into a place of destination (it is the responsibility of the client to arrange for the assistance of an aid if needed). 
  • Drivers will wait 5 minutes for the passenger.  If the passenger does not meet the bus, a “No Show” occurs.  The passenger’s future rides will be cancelled until the TransPark Office is contacted.
  • It is not the driver’s responsibility to carry packages, bags, etc. 
  • All rides need to be scheduled through TransPark @ 766-3821. The driver will not deviate from the scheduled pick-up point or destination due to scheduling constraints.

 

SAFETY

The UW vehicles used for Paratransit Service are equipped with seat belts for all stationary seating.  It is required that all passengers and vehicle operators use these seat belts at all times when the vehicle is in motion.  All riders using wheelchairs are required to use the chair restraining devices.  Operation of all UW Paratransit vehicles is prohibited until all safety requirements have been implemented in accordance with the rules and regulations of the Federal Urban Mass Transit Authority, the State of Wyoming, and the University of Wyoming.
