6.0  NEW LAW RAMPS UP DoD SBIR COMMERCIALIZATION

Small companies that deliver technology innovations through the Defense Department's Small Business Innovation Research (SBIR) Program now will have significantly expanded access to commercialization funding. That's the result of newly-enacted legislation that the Small Business Technology Council (SBTC) www.sbtc.org worked on for over a year. The National Defense Authorization Act for Fiscal Year 2006, (Public Law 109-163), which has just been signed into law, creates a four-year Commercialization Pilot Program at DoD that will accelerate the transition of SBIR and STTR (Small Business Technology Transfer) technologies into mainstream DoD acquisitions. The engine for this will be Phase III SBIR awards at DoD. Companies with technologies that fit DoD's needs will be eligible for these Phase III awards.

While some elements of DoD, such as the Naval Air Systems Command (NAVAIR), have developed successful track records of utilizing Phase III awards to adopt new SBIR technologies, many other parts of DoD have not. That may now be changing.
