PURPOSE

 

Manages construction and remodeling contracts for Facilities Planning.

 

CHARACTERISTIC DUTIES AND RESPONSIBILITIES

ESSENTIAL FUNCTIONS:

 

Initiate, monitor, audit and account for all payments made relative to University construction projects, both new construction and remodeling, administered by Facilities Planning.

 

Set up appropriate fund balances and maintain cost controls through construction close-out of all construction projects administered through the Facilities Planning Office.

 

Act as liaison for University on land matters, including resolution of ownership disputes; maintain and update the records and inspection reports of all University Deeded, Grant or Leased lands; administer oil and gas leasing activities; maintain leases on off-campus buildings or facilities; and negotiate new leases as they expire.

 

Prepare Construction Progress Reports for University Trustee Meetings providing the status of current construction projects and information of current land-use and activities such as requests to lease University properties, lease renewals and easement requests.

 

Act as liaison to the Wyoming State Department of Labor and Statistics with primary emphasis on contractor residency requirements, current prevailing wages, and classification of laborers within the various crafts.

 

Perform bid processing including “Call for Bids”, issuance of appropriate contracts, insurance and bonds, return bids to unsuccessful bidders, and provide publishers packages with Legal Notices as required by Wyoming State Statutes.

 

SUPPLEMENTAL FUNCTIONS:

 

Assist in the development and distribution of bid specifications for fuel for the Central Energy Plant.

 

Arrange, coordinate and conduct pre-construction meetings for all remodeling or new construction administered by the Facilities Planning Office.

 

Assist in maximizing investment earnings on construction related bond issues by projecting monthly expenditures and coordinating expenditures with the Investment Office.
