TITLE: ASSISTANT MANAGER, REAL ESTATE
OPERATIONS

PURPOSE
Assist with the activities of the Real Estate Operations,
which includes the Property Management, Title, and Acquisition, and occasionally
directs Appraisal activities and Relocation of University entities.
CHARACTERISTIC DUTIES AND RESPONSIBILITIES
ESSENTIAL FUNCTIONS:
Assist with planning, reviewing, and coordinating the
activities of all university real estate business; establishes price ranges
within which technical staff will conduct negotiations for acquisitions, based
on property appraisals and current market values; serves as technical consultant
on preparation of the more complicated real estate documents’ reviews appraisal
and research data for reliability and accuracy; supervises the maintenance of a
perpetual inventory of University owned real property; interprets real estate
policy to technical subordinates.
Recommends the need for specialized appraisers in fields of
real estate, machinery, and equipment, moving services, etc.; assists with
proposals, solicitations of contracts; reviews contracted appraisers’ reports
for completeness, accuracy of detail and justification of valuations; determines
adequacy of reports for possible eminent domain proceedings; incorporates
contracted appraisers’ findings into negotiation value justification report.
Assists with a valuation prior to the appraisal of real
property required by the University for implementation of special-funded project
plans; evaluates additional appraisals of these sites; establishes property
valuation based on these appraisals and taking into consideration business
relocation and other special expenses; submits estimated property value to
appropriate agency.
SUPPLEMENTAL FUNCTIONS:
Assist in budget information concerning divisional
operations to departmental authorities; prepares and forwards rental and leasing
information to city officials upon request.
Assist in the development and distribution of bid
specification for fuel for the Central Energy Plant.
Provide technical advice on occasion to departments
concerning proposed site developments.
Assist in maximizing investment earnings on related bond
issues by projecting monthly expenditures and coordinating expenditures with the
Investment Office.

lease, and other disposition of real property and acquisition of real
property by eminent domain.

procedures.

WORKING CONDITIONS:
Standard office environment; no major sources of
discomfort. Periodic travel to land sites and facilities with some walking and
climbing of difficult terrain features for inspection purposes.
