accessing the gift matching funds recently approved by the Wyoming
Legislature. It's important that we all follow these
procedures to avoid potentially embarrassing and
counterproductive miscommunications with prospective donors. Please
relay this message to your department heads and program directors.

Subject: Approval of Projects for Matching
Funds
As we discussed in Exec Council, the
following process will be used to approve projects for state matching
funds.
UW development employees, college
development officers, and UW administrators can identify gifts
that they believe will qualify for the match. Proposed projects should be
submitted to the President. If appropriate, the President will forward
projects to Rick Miller and Phill Harris for their review and opinion regarding
eligibility for matching funds. Rick and Phill will communicate their
opinion to the President who, in turn, will notify development offices.
Ben Blalock will keep the “master” spreadsheet showing all projects approved
against matching funds. All projects involving state matching funds will
require approval by the BOT via the consent agenda before finalizing.
Please convey this process to appropriate persons in your unit. There
appears to be misunderstanding about how matching fund approval will be
handled.
