A&S Faculty and Academic Professionals:

Call for Proposals to Create/Upgrade A & S Student Computer Classrooms/Laboratories

The proposal deadline is 5 PM on Wednesday, March 1, 2006.

Late proposals will not be considered.

        The College of Arts and Sciences’ Student Computer Fee Committee requests proposals from departments and programs to create or improve computer classrooms/laboratories, including but not limited to software, hardware, supplies, access and staffing.   When possible, facilities receiving student fee funding should be available to all students during extended hours when not used for scheduled classes/laboratories.  Please refer to the Central Student Computer Fee Committee guidelines.

        Approximately $150,000 is available for this competition after recurring expenses have been funded.  The committee will consider requests for renewal of laboratories on the old four-year cycle and the new three-year cycle for replacement.  The funds granted cannot be expended until after July 1.  This will be the only competition for the 2006-2007 academic year.  The Committee does not expect to have another competition in the fall.

Proposals must include the following information.

  1. All forms and information is available by the Student Computer Fee Committee link on the A&S Administrative Information site ( http://uwadmnweb.uwyo.edu/a&s/Policy/Admin_Info.asp ).
  2. All proposals must include a rationale for the request, a physical description of the facility and its location, the proposed software and hardware, the software to be available on the hardware, the management of the facility, and a timetable for completion of the proposed project.  In addition, they must indicate the number of students to be served, benefits in relation to costs, the maintenance plan, staffing, and anticipated facility scheduling.  Proposals with significant departmental contributions may be more highly ranked.  Proposals must also demonstrate the value of the new or upgraded facility to the overall educational mission of the University. Requests for matching money on external proposals will be considered although student fee money will not be used to replace other, traditional sources of funding.  The narrative describing these details must be no longer than two pages in length in a 12 point font.
  3. All proposals must contain a budget using the budget form on the Web site including all directly-related expenses including hardware, software, maintenance, staffing, and supplies; rationales for those items; and continuing costs in future years.  Use separate forms for the first year of the project and for subsequent year expenditures through the life of the hardware (usually 3 years).  Proposal writers must contact Information Technology’s Academic Laboratory Support Unit for aid in projecting the costs of the project (Scott Johnson @ 766-5288).  Attach the IT Academic Laboratory Support Unit’s estimate to the proposal and budget sheet.  Remember IT needs at least two weeks to prepare the estimate. 
  4. All proposals must contain a sample schedule for the classroom/laboratory from which staffing projections have been made. 
  5. Recipients of Student Fee money must submit a one-page status report to the Committee within six months of the grant.
  6. The heads of all departments involved in the project must sign the letter of transmittal of the proposal.

        The Committee reserves the right to negotiate with any department(s) making a proposal to discuss a solution and budget that meets the needs and resources of the department(s) and College.
