XIII.   Head Stipends and Sick Leave

A.     Ten and twenty percent stipends

A&S heads are generally appointed for three years,  appointments start with the beginning of the fall semester and end at the beginning of the fall semester three years later. Heads receive either 10 percent or 20 percent stipends calculated by applying the percentage to the 9-month salary.  For example, a 9-month faculty member with a $60,000 salary who becomes a department head would earn $66,000 per year with the 10 percent stipend or $72,000 with a 20 percent stipend.  In either case, the new salary is paid over 12 months, September through August.

The work expected and vacation time differs between those on 10 percent stipends and those on 20 percent stipends.

1.                  20 percent stipends

Most department heads and some program directors are on 12-month appointments and receive a 20 percent stipend for the extra two months.  These heads follow the administrative calendar and receive 22 days of vacation leave per year.

The only days off are the administrative holidays and the up to 22 days per year that the person designates as vacation.  Academic holidays and academic vacation periods are not vacation periods for 12-month employees.  Sick leave may be taken in accordance with university rules. Vacation and sick leave time must be entered each month on the Vacation/Sick Leave computer system (usually maintained by the department secretary). Timely recording of these leaves is your responsibility.

For the well being of the department and the college, the college expects 12-month appointees to use vacation time in the year accrued.  Section V of the Trustee Regulations requires this use of vacation time, http://uwadmnweb.uwyo.edu/legal/trustreg/chapv.htm (Section G). The college will not pay for unused vacation time when a head returns to a 9-month faculty appointment or immediately enters retirement.

With the exception of PhD granting departments, summer responsibilities of 12-month heads are to teach a three-credit course, handle the administrative work of the unit, provide for student advising especially for the freshman and transfer orientations, and attend the heads retreat. 

Twelve-month appointees may not earn additional state money during the academic year or summer except for  Consulting as permitted. Refer to Trustee Regulation VII.D. Please note that the Trustee Regulation also addresses compensation from state agency sources as follows:

From State Agency Sources.  The University recognizes a particular obligation to make its resources available to the various agencies of State government; however, the costs of such services normally are not included within the University budget and must, accordingly, be covered by funds from the agencies or from other  non‑University sources.  The performance of professional and consulting work by a University  employee for any Wyoming State agency shall, in general, be covered by the regulations that cover work for other outside agencies, i.e., the employee must obtain approval of the appropriate  University officers and adhere to the maximum period for which additional compensation may be accepted.  When an individual's services are required for a longer period, the University will  make every effort to release the individual to the State agency for the time required with appropriate salary adjustment to be made between the agency and the University.

When a head returns to a 9-month faculty position, the new salary will be 0.833 (approximately five-sixths) of the 12-month salary of the last year of the department head term.

2.                  10 percent stipends

Some department heads and most program directors are on 10-month appointments and receive a 10 percent stipend for the extra one-month of work.  These heads follow the academic calendar and receive no vacation leave.  Instead, the head has time off for academic holidays during the academic year and time off during the summer except for the extra 22 working days.  Sick leave may be taken in accordance with university rules.

Summer responsibilities of 10-month heads are to handle the administrative work of the department, provide for summer student advising especially for the freshman and transfer orientations, and attend the summer heads' retreat. 

Ten-month appointees may earn additional money during the summer from grants and state funds as governed by appropriate university regulations.

When returning to a 9-month faculty position the new 9-month salary will be 0.909 of the 10 month salary, based on the last year of the head's/director's appointment salary.

B.     Sick leave

All heads accrue sick leave in the same manner as do benefited faculty, academic professionals, and staff.  This benefit is earned at the rate of 8 hours per month of service.  The benefit should be used when it applies.  Remember to report sick leave when it is used.
