Tucker Fagan,
CEO of the Wyoming Business Council since 2000, recently announced his
retirement. When Tucker assumed the CEO position, the future of the WBC was very
much in doubt, having lost the support of many in the state legislature. In a
remarkable turn-around, Tucker demonstrated through his integrity and smart hard
work that the Business Council could carry out its mission of leading Wyoming’s
economic development activities in a highly effective and professional manner.
During his tenure he has been a stalwart champion of the WSSI program. He will
be greatly missed.

Business Council CEO to retire
CHEYENNE
– Tucker Fagan, CEO of the Wyoming Business Council, today submitted his
retirement to the agency’s Board of Directors.
The board will decide the effective date in the near future. The board, which
hires the CEO position, will begin the search for a new CEO.
Fagan will join his sons in starting a Wyoming high tech company.
“Having your kids move back to Wyoming is a dream of many parents in Wyoming,
and part of my dream included starting a business with my sons. Working for the
State has shown me the great dedication and selfless work by my many colleagues
to make Wyoming a better place to live and work. After 30 years in the Air Force
and almost nine years with state government, I am looking forward to another
challenge.”
TUCKER FAGAN’S BIO
Tucker Fagan
was hired as CEO of the Wyoming Business Council in 2000. He started with the
Wyoming Business Council in 1999 as Chief Operating Officer. Prior to that, he
served as director of the Wyoming Department of Commerce. Fagan retired in 1998
from the United States Air Force after 30 years as a commander at the squadron
and wing levels and planner in several headquarters positions. He was the wing
commander at the 90th wing in Cheyenne and his final assignment was Vice
Commander, Twentieth Air Force.
In our haste to report the good news in our previous newsletter, we overlooked
even better news - we left out a Phase I award to Cha Corporation,
Laramie, and a Phase II award to Big Horn Valve, Sheridan, The new total of SBIR
awards to Wyoming in 2006 is $4.74 million, 30% above the national per capita
average. Again, congratulations to all eight of our awardees: Alces
Technology, Inc., Jackson, $529,000; Big Horn Valve, Sheridan, $600,000; Cha
Corporation, Laramie, $70,000; Ladd Energy LLC, Jackson, $100,000; Kennon
Aircraft Covers, Inc., Sheridan, $80,000; Mountain Meadow Wool Co., Buffalo,
$296,000; Square One Systems Design, Jackson, $1,600,000; Wickman Spacecraft &
Propulsion Co., Casper, $1,468,000.
The annual Nih SBIR/sttr conference will
be held on February 26/27 at the Tuscany suites in las vegas, nevada. GRO-Biz will be hosting
the Government Procurement Opportunities for Small Business Conference February
21 & 22nd, 2006. The event will be held at the Best Western Ramkota Hotel in

Omnibus Solicitation of the National Institutes of Health (NIH), Centers for
Disease Control and Prevention (CDC), and the Food and Drug Administration (FDA)
for SBIR/STTR Grant Applications is now available. The solicitation consists of:
(1) a parent funding opportunity announcement (FOA) for SBIR
(PA-07-280), (2) a parent FOA for STTR
(PA-07-281),
and (3) narrative descriptions of the programs and research topics available in
both
PDF and
Word
formats. Closing dates are April 5, August 5, and December 5, 2007 for Non-AIDS
related submissions and May 1, 2007, September 1, 2007, and January 2, 2008 for
all AIDS and AIDS- related submissions.
The 2007 National SBIR Spring Conference will be held in Research Triangle Park,

Spread over two-consecutive days, attendees will learn the “ins and outs” of the
NIH SBIR/STTR program, the funding opportunities available to small business
researchers, and how the NIH SBIR/STTR program can be a valuable resource to
help start and/or grow your company.
As in the past, topics at the conference are focused toward those who have never
participated in the SBIR/STTR programs as well as those who are more seasoned,
since the material is timely and reflective of new opportunities, updates, and
changes (e.g., electronic submission, gap funding programs, commercialization
assistance programs, and more!)

dod releases 2007 sttr solicitation - nih releases 2007-2 sbir/sttr grants

The 2007 STTR solicitation for the Department of Defense has been issued for
public release. The Air Force, Army, Navy, Missile Defense Agency, Defense
Advanced Research Projects Agency, and the Office of the Secretary of Defense
have topics included in this solicitation. During the pre-release period, which
ends on February 19, you may contact the topic authors directly (contact
information is listed with the topic) to ask technical questions about specific
solicitation topics. The DoD will begin accepting proposals on February 20, 2007
and will close to proposals on March 21, 2007 at 6am EST.
