Panamax35 LLC Zachary Gray of Sheridan’s Big Horn Valve has informed us of the receipt of a
NASA Phase II SBIR award in the amount of $600,000. The title of the two year
Phase II project, sponsored by the Johnson Space Center in Houston, is “VOST
Flow Control Valve”. Our congratulations to Big Horn Valve and all concerned. This seminar will cover DCAA pre award audits, system audits, provisional
billing rate audits, incurred cost audits, incurred cost audits, submissions,
polices, and procedures, internal controls, government accounting regulations,
floor checks, vouchers, how to manage subcontractors, establishing an adequate

The National Science Foundation, in association with the Small Business
Administration and all 11 SBIR/STTR agencies, is sponsoring the 2006 Fall
National SBIR/STTR Conference in Milwaukee, November 6-9. This conference will
give you the tools you need to obtain part of the $2+ billion available to small
business innovators. This conference also provides each participant with
multiple opportunities to meet and network with SBIR and STTR Program Managers,
and fellow attendees, including SBIR/STTR award winners, speakers, and experts
from businesses and the government willing to work with you to move your

Dept. of ED SBIR Presolicitation (10/23/06) - The Department of Education's
Institute of Education Sciences (IES) has issued a presolicitation announcement
of their upcoming SBIR offering with a projected release date on or about
November 6, 2006 and a closing date of January 8, 2007.
This will be an unusual solicitation because it will be for Fast-Track awards
only, in which offerors are awarded contracts for both Phase I and Phase II of
the SBIR program.
This IES solicitation is a contracts based program and the Institute has
selected one priority for the SBIR program consisting of the development of
technological products that directly or indirectly lead to improved student
learning and academic achievement. The Department of Commerce, National Oceanic and Atmospheric
Administration (DOC/NOAA) has opened their FY-2007 SBIR on October 2, 2006 with
a closing date of January 17, 2007. There are 4 main topic areas, each with a
variety of subtopics. The main topics are: Effective January 1, 2007, the standard submission dates for SBIR and STTR
applications will be April 5, August 5, and December 5. THIS DOES NOT AFFECT THE
DECEMBER 1, 2006 OR THE JANUARY 2, 2007 AIDs AND AIDS-RELATED SUBMISSION DATES.
Submission dates for all NIH grant mechanisms have been spread out to
accommodate the high volume peaks in the electronic submission process. The Wyoming Technology Organization (WTO) and the Wyoming Technology Business
Center (WTBC) are pleased to sponsor a 2-part Internet Marketing Series. You'll
find both seminars to be informative and entertaining, and you can attend in
person or participate online. These seminars are free to all Wyoming individuals

On September 26, Square One Systems Design of Jackson
received a Tibbetts Award in recognition of their outstanding record of
performance in the SBIR program. Under the leadership of Bob Viola, the company
has
recently won a number of Phase 0, Phase I and Phase II
awards with more in the pipeline. Bob was present at the ceremony -

showing him receiving the award from Jere Glover of the Small Business
Technology Council (SBTC) with Roland Tibbetts, founder of the SBIR program
looking on.
After the
ceremony, Square One’s achievement was recognized by Senator Enzi.
