1.0 NASA SBIR/STTR 2005 SOLICITATION IS NOW OPEN
On July 7th, NASA released its SBIR and STTR Program Solicitation. The closing date for both programs is 5:00 p.m. EDT, September 9, 2005.
The SBIR solicitation and STTR solicitation each have their own topics and guidelines. The NASA SBIR program is divided into four Mission Directorates, including Aeronautics Research, Exploration Systems, Science, and Space Operations. Funds may be awarded up to $70,000 for a phase I SBIR for a 6 month period.
STTR solicitations research the technological proficiencies of each of NASA’s installations and attract businesses that wish to work cooperatively with non-profit research institutions to develop a product. Funds may be awarded up to $100,000 for a Phase I STTR for a 12 month period.
All proposals for the NASA SBIR/STTR must be in electronic form and be submitted through the NASA Electronic Handbook. To begin the submission process, you must first register in the NASA Electronic Handbook at https://sbir.gsfc.nasa.gov/sbir/phase1/submissions/index.html.

2.0 UP TO FOUR PHASE 0 AWARDS AVAILABLE FOR THE AUGUST 1 CLOSING!
Whether or not you're new to the SBIR program, take advantage of the WSSI Phase 0 program. You have about 17 days to develop your Phase 0 for the August 1 closing. Remember, the FAST grant award provided an additional $35,000 of Phase 0 award money this year. That means the WSSI will be able to award up to four Phase 0 awards several months this year.
All participants are eligible for one award per calendar quarter.

5.1 7th ANNUAL NIH SBIR/STTR CONFERENCE
The 7th Annual NIH SBIR/STTR conference dates are now set for July 28-29,2005. The conference will be held on the NIH campus in Bethesda, MD.
Learn How to Tap into $640 M Reserved Explicitly for Small Businesses Interested in Biomedical/Behavioral Research.
This free two day conference, organized by the National Institutes of Health (NIH) will focus on Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funding opportunities available explicitly to small businesses that have innovative biomedical or behavioral research ideas with commercial potential. This conference will benefit those who are relatively new to the Program as well as those who are more experienced.

5.2 2005 FALL NATIONAL SBIR/STTR CONFERENCE, ALBANY, NEW YORK

Description: The National Science Foundation, in association with the Small Business Administration and all 11 SBIR agencies, is sponsoring this 2005 Fall National SBIR/STTR Conference.
Annually, the SBIR and STTR programs provide over $2 billion to small businesses through federal programs to help entrepreneurs take their ideas from conception to reality. This conference will give you the tools you need to obtain part of the $2+ billion available to small business innovators. This conference also provides each participant with multiple opportunities to meet and network with SBIR and STTR Program Managers, and fellow attendees, including SBIR/STTR award winners, speakers, and experts from businesses and the government willing to work with you to move your business ahead.
Who Should Attend: Attendees include SBIR and STTR representatives from the Federal Agencies involved in the programs, sales and marketing professionals, small business owners, entrepreneurs, university researchers, scientists seeking commercialization strategies, venture capitalists, and all small businesses seeking to secure federal funding.

6.0 COMPETITION TIP: TARGET A PHASE 2 WIN EARLY!!!
Phase 2 awards provide most of the SBIR funds as SBIR projects progress from concepts to commercialization. On the order of 5 times more dollars are provided with Phase 2 awards compared to Phase 1 (depending on the agency). In addition, Phase 2 generally provides a 24 month performance period compared to 6 for Phase 1 (12 months for STTR). Finally, the award/proposal ratio is significantly higher for Phase 2 than for Phase 1 competition.
In summary, the Phase 2 opportunity offers more money, more time, and a better chance to win than Phase 1. So, it is good business to target a Phase 2 award. Yet, many Phase 1 winners approach Phase 2 competition too casually, and without adequate planning, time and resources. The results in these cases are usually unfavorable for the competing small businesses.
While the award/proposal ratios generally are higher in Phase 2 than in Phase 1, the competition also is keener. All Phase 2 competitors were Phase 1 winners, so the weakest Phase 2 competitor was in the top 10% or so in the Phase 1 competition. So, the competition bar is higher in Phase 2, and small businesses must ratchet up the quality level of their Phase 2 proposals to the highest level of excellence to have the best chance for a win.
Phase 2 strategies should be an integral part of planning at the beginning of the SBIR competition process in Phase 1. In fact, Phase 1 solicitation instructions generally ask for information on how Phase 2 fits into the overall proposed project plan.
Establish early a clear understanding of the Phase 2 proposal evaluation criteria and process at the targeted agency. Strive for the highest levels of excellence in all aspects of the proposal requirements, including a consistent and solid technical story, a proposed team with outstanding credentials, a carefully crafted and detailed work plan, and a compelling commercialization plan that exceeds agency criteria.
Above all, allow plenty of lead-time, establish several critical reviews of proposal drafts, and maintain proposal schedule discipline. Get started 4 to 6 months before the due date to enable preparation of a world class proposal with the best chance of a win. Identify and use qualified resources to help structure, prepare and scrub the proposal. This approach requires the investment of significant time and other resources. But remember the Phase 2 prize is up to the better part of $1 million!!!
So, target the Phase 2 win early, and make the commitment required to deliver an excellent proposal. It is worth the investment!!!
