2.0 SBA HOLDS HEARING IN DENVER - TWO FROM WYOMING TESTIFY
On Tuesday June 14 the SBA held a public comment hearing in Denver on issues related to 'Size Standard' rules. Approximately twenty individuals made presentations. Two from Wyoming, Bob Viola of Jackson and Gene Watson of Centennial, each urged the SBA to not change the rule prohibiting participation of businesses owned and controlled by large financial interests (such as venture capital organizations) in the SBIR competition. 3.0 DOD SBIR 05.2 SOLICITATION OPEN
The Department of Defense SBIR 2005.2 solicitation is open for proposal submission from June 15, 2005 through 6 a.m. July 15, 2005. Five DoD components -- the Department of the Navy, Department of the Army, the Defense Advanced Research Projects Agency (DARPA), the Office of the Secretary of Defense Director Defense Research and Engineering (OSD), and the Special Operations Command (SOCOM) -- have R&D topics in this solicitation under which Phase I proposals are sought. The Solicitation, which contains detailed information on the parameters of the SBIR program and how to submit a proposal, and Topics are available at www.dodsbir.net/solicitation. You may also search the topics by going to www.dodsbir.com/Topics.
Technical Q&A through SITIS
Once DoD begins accepting proposals on June 15, 2005, no further direct contact between proposers and topic authors is allowed, but proposers may submit written questions through the SBIR Interactive Topic Information System (SITIS), in which the questioner and respondent remain anonymous and all questions and answers are posted electronically for general viewing. SITIS closes to new questions on July 1, 2005. All questions and answers will be posted through July 15, 2005. All proposers are advised to monitor SITIS at hwww.dodsbir.net/sitis during the solicitation period for questions and answers and other information relevant to the topic under which they are proposing.
Proposal Submission
Proposals must be submitted via the DOD SBIR Submission website at www.dodsbir.net/submission following the instructions contained in the solicitation, including the instructions specified in the topic files for the DoD component to which you are applying. Submissions must include the proposal cover sheets, technical proposal, Company Commercialization Report, and cost proposal to be considered a complete proposal. Small businesses submitting proposals through the Submission website may modify their proposals at any time until the solicitation closing on July 15, 2005 at 6am EST. Offerors bear the risk of website inaccessibility due to heavy usage in the final hours before the solicitation closing time, so plan ahead and submit early.

4.0 HSARPA ANNOUNCES FY05.2 SBIR DATES
The Homeland Security Advanced Research Projects Agency (HSARPA) has announced the dates of the upcoming FY05.2 SBIR solicitation. HSARPA allows contact with a topic author during the pre-release period of the solicitation. The dates are:

20 July 2005 Full-Solicitation Opens
20 July - 22 August 2005 Full-Solicitation Proposals Accepted

5.0 NIH/NIEHS ISSUES SBIR/STTR RFA: E-LEARNING FOR HAZMAT AND EMERGENCY RESPONSE
On June 9, 2005, the National Institutes of Health issued Request for Application RFA-ES-05-003. This National Institute of Environmental Health Sciences (NIEHS) initiative uses the SBIR/STTR and FAST-TRACK mechanism to further the development of Advanced Technology Training (ATT) Products for the health and safety training of hazardous materials (HAZMAT) workers, emergency responders, and skilled support personnel. These products would complement the goals and objectives of the Worker Education and Training Program (WETP). The major objective of the NIEHS/WETP is to prevent work related harm by assisting in the training of workers in how best to protect themselves and their communities from exposure to hazardous materials. There is a need to ensure that learning and training technologies are further developed, field tested and applied to real world situations. It is the intent of this solicitation to support the development of products to support e-collaboration, e-teaching, e- certification, and e-learning in safety and health training for workers engaged in hazardous materials response. The financial support for this initiative comes directly from NIEHS Worker Education and Training Branch SBIR/STTR funds.

6.1 7th ANNUAL NIH SBIR/STTR CONFERENCE
The 7th Annual NIH SBIR/STTR conference dates are now set for July 28- 29,2005. The conference will be held on the NIH campus in Bethesda, MD.

This free two day conference, organized by the National Institutes of Health (NIH) will focus on Small Business Innovation Research (SBIR) and Small Business Technology Transfer (STTR) funding opportunities available explicitly to small businesses that have innovative biomedical or behavioral research ideas with commercial potential. This conference will benefit those who are relatively new to the Program as well as those who are more experienced.

6.2 NATIONAL SBIR/STTR PHASE II CONFERENCE - BEYOND PHASE II: READY FOR TRANSITION
The Department of Defense, in association with the Small Business Administration and all 11 SBIR agencies, is sponsoring the 2005 National SBIR/STTR Phase II Conference -- a very special event focusing exclusively on transitioning current Phase II technologies into the military and private sector.

This conference will provide a forum to bring together scientist, engineers, and technology decision makers from a wide range of disciplines and environments to discuss all aspects of transitioning SBIR-supported research and development into government and private sector commercial markets. The program will include plenary speakers, focused sessions, pre-arranged 20-minute appointments between SBIR small businesses and representatives from government prime contractors, defense acquisition programs, and other potential end users of the technology, poster papers, and exhibits. These sessions provide the opportunity for small businesses, large businesses and government agencies to discuss their capabilities and needs.
To participate, invited Phase II firms, defense acquisition programs, prime contractors and other large businesses must register on the conference web site and provide information to facilitate matching small businesses with potential end users of the technology to schedule pre-arranged appointments.
There will also be a wide variety of exhibiting opportunities for this event (PH II Technology Poster Sessions, table top exhibits, and full exhibits). The exhibit hall will be a central place of activity during this event.
Advanced Phase II areas that will be discussed include: Legal Issues, Accounting Issues, Marketing Issues, Negotiating Issues, Firm Issues for Growing Companies.

6.4 2005 FALL NATIONAL SBIR/STTR CONFERENCE, ALBANY, NEW YORK

Description: The National Science Foundation, in association with the Small Business Administration and all 11 SBIR agencies, is sponsoring this 2005 Fall National SBIR/STTR Conference.
Annually, the SBIR and STTR programs provide over $2 billion to small businesses through federal programs to help entrepreneurs take their ideas from conception to reality. This conference will give you the tools you need to obtain part of the $2+ billion available to small business innovators. This conference also provides each participant with multiple opportunities to meet and network with SBIR and STTR Program Managers, and fellow attendees, including SBIR/STTR award winners, speakers, and experts from businesses and the government willing to work with you to move your business ahead.

7.0 COMPETITION TIP: STUDY PROPOSAL EVALUATION DATA!!!
Evaluation data generated by agencies in the process of reviewing proposals is a valuable source of information to help guide future SBIR competition. The data may include individual reviewer comments, panel summaries, and scores. These critical comments and insights are valuable in reworking a proposal for resubmission, and for preparing new proposals. Generally, SBIR agencies are very helpful and prompt in providing and discussing proposal evaluation and debriefing data.
Dave Metzger (Washington, DC, attorney and regular speaker on Government contracts and grants issues at National SBIR Conferences) gave the input below.
Pre-award and post-award debriefing rights for unsuccessful offerors in competitive procurements are generally set forth in FAR Part 15, at section 15.5. Pre-award debriefing rights include rights to obtain, at a minimum:
1. The agency's evaluation of significant elements of the proposal;
2. A summary of the rationale for eliminating the applicant from the competition;
3. Reasonable responses to relevant questions.

The evaluation data obtained should be studied carefully to identify weaknesses in the proposal as perceived by the review team. For example, the evaluation comments may say that the Principal Investigator and/or team credentials are weak; that the objectives are not sufficiently clear; that the work plan is not sufficiently detailed; or that the commercialization potential for the innovation is not clearly stated.
Perceptions about a proposal vary from reviewer to reviewer, and from review team to review team. Each reviewer evaluates the proposal based on his/her own knowledge and experience. Consequently, there is no guarantee that addressing issues raised by one reviewer or review team will satisfy those of subsequent reviewers and review teams. However, careful consideration and thoughtful responses to evaluation comments will always lead to higher quality proposals, and a better chance of a win. Clearly, negative and emotional reactions to reviewer comments WILL NOT help generate a higher quality proposal.
So, take advantage of proposal evaluation data to develop a competitive edge in SBIR competition!!!
