3.0 SELL YOUR PRODUCTS AND SERVICES TO A MULTI-BILLION DOLLAR MARKET (Feb. 18-19)
Save yourself time, money, and frustration! More than 60 federal and state procurement individuals are invited to this conference. The cost of visiting with each one of these professionals, both in time and money, is a cost that most small business cannot afford to miss.
U.S. Senator Mike Enzi and GRO-Biz invite small businesses in Wyoming and the western region for the 3rd annual Government Procurement Opportunities for Small Business Conference. Some of the agencies who will be available to talk with you include: Bureau of Land Management, Department of Defense, Department of Commerce, Department of Transportation, Veteran's Affairs, several Air Force Bases, U.S. Forest Service and many, many more. Procurement Officials will help you understand the specific contracting process for their agency. This will also be a perfect opportunity to meet other businesses, economic development professionals and many individuals who want your business to succeed.
The United States government is the single largest consumer in the world, with more than $250 billion in annual purchases, not including state and local governments. These governmental entities purchase almost any goods or service imaginable, thus creating a huge market for U.S. businesses. A participant from the previous year's conference says, "Accessibility to levels of officials that have authoritative positions is very beneficial to the small business owner."
The conference will be held in Gillette at the Camplex, February 18 and 19, 2004. Registration is $90 for the entire conference. It is only $45 for each additional person your business sends to the conference. Register on-line at www.gro-biz.com or call UW Conferences & Institutes Toll Free: 877-733-3618 ext.1. The following hotels are offering special GRO-Biz conference: Days Inn 307-682-3999; Wingate 307-685-2700; Clarion 307-686-3000.

8.0 COMPETITION TIP: DETAIL, DETAIL, DETAIL!!!
A critical review of draft SBIR proposals generally identifies incomplete presentations of key parts of the proposal, including concepts, approaches, plans and results. These deficiencies prevent clarity and ease of understanding for the reviewers, and likely will compromise the proposal evaluation results.
A key to correcting these deficiencies is incorporating detailed information into the proposal presentation. For example, instead of saying "…measurements will be made at elevated pressure…," say the "measurements will be made at 300 psi in a pressure chamber with access ports as shown in Figure…" Or, instead of saying "…the market is huge…," say "…the market exceeds $100 million according to reference …" The amount of information transmitted can be increased dramatically by focusing on definitive and quantitative presentations without requiring many more words. As a consequence of incorporating detailed information, the proposal will provide the reviewer a much higher resolution proposal picture.
A technique to develop more detailed proposal presentations is to ask questions of the type: What? When? Where? How? Who? Why? For example, what precisely will be done in the experiments? What facility will be used for the measurements? When will the different activities be done? Where will the experimental measurements be made? How will the species concentration be measured? And so forth. The more clear and definitive answers to these kinds of questions the better the proposal is likely to score. Developing answers to these questions is usually hard work, but pays off in improved proposal quality.
It is uncommon to find writers that can build into the proposal presentation adequate detail in the first writing. For this reason, critical multiple reviews are essential to identify deficiencies, and then to correct them in subsequent reworks. Our proposal review experience shows that four or five rigorous review cycles (identifying and fixing deficiencies) will lead to a polished high-quality proposal.
Too often, proposals are prepared with not enough lead time, preempting the opportunity for adequate review cycles. So, plan plenty of lead time and review cycles, and build DETAIL into the proposal in order to submit a clear and easy to understand proposal!!!
