2.0 SENATOR MIKE ENZI'S INVENTOR'S WORKSHOP (Feb. 17, Gillette)

If you have ever had an idea for an invention, but didn't know how to turn that invention into a real product, or if you are simply interested in the invention process, you are invited to join Senator Mike Enzi in Gillette for the first annual "Inventor's Workshop: From Your Garage to the Assembly Line." Senator Enzi will host this FREE all-day workshop at the Best Western Tower West Lodge on February 17, 2004 from 9 a.m. to 4 p.m. Lunch will be available for approximately $8.50/person.

3.0 SELL YOUR PRODUCTS AND SERVICES TO A MULTI-BILLION DOLLAR MARKET (Feb. 18-19)

4.0 WYOMING MANUFACTURER'S WORKSHOP (Evening Feb. 18, Gillette)

The Wyoming Manufacturers' Statewide Roundtable will be held in cooperation with the 2004 GRO-Biz Conference on Wednesday, February 18th from 5:15 to 7:00 pm at the Cam-Plex Multi Event Facility- 1635 Reata Drive, Gillette.

The guest speaker for this roundtable will be Tony Nevshamel, Director of the UW Research Products Center. Other topics to be discussed are: the Sales and Use Tax Exemption for Manufacturing Equipment, LEAN Manufacturing, and WMA Membership Status.

5.0 DOD RELEASES STTR FY04 SOLICITATION & DOT RELEASES PRE-SOLICTATION NOTICE/TOPICS

The Department of Defense has released their FY04 STTR solicitation which will open on March 1, 2004 and will close on April 15, 2004 at 6am EST. The DoD agency components participating in this solicitation are: Air Force (27 topics), Army (28 topics), Navy (34 topics), DARPA (5 topics), MDA (24 topics).

The Department of Transportation's Volpe National Transportation System Center (Volpe Center) has issued a pre-solicitation notice for their upcoming SBIR offering. 6.0 NIST ISSUES AMENDMENT REGARDING CCR REGISTRATION TO SOLICITATION

As of October 1, 2003, the Federal Acquisition Regulations (FAR) requires contractor registration in the CCR database prior to an award of any contract, basic ordering agreement, or blanket purchase agreement. Offerors can register in the CCR database by going to http://www.ccr.gov. This registration is not required by the due date for NIST proposals to the SBIR 04 Solicitation. However, a vendor must be in the CCR database before an award can be made.

8.0 COMPETITION TIP: DETAIL, DETAIL, DETAIL!!!

A critical review of draft SBIR proposals generally identifies incomplete presentations of key parts of the proposal, including concepts, approaches, plans and results. These deficiencies prevent clarity and ease of understanding for the reviewers, and likely will compromise the proposal evaluation results.

A key to correcting these deficiencies is incorporating detailed information into the proposal presentation. For example, instead of saying "…measurements will be made at elevated pressure…," say the "measurements will be made at 300 psi in a pressure chamber with access ports as shown in Figure…" Or, instead of saying "…the market is huge…," say "…the market exceeds $100 million according to reference …" The amount of information transmitted can be increased dramatically by focusing on definitive and quantitative presentations without requiring many more words. As a consequence of incorporating detailed information, the proposal will provide the reviewer a much higher resolution proposal picture.

A technique to develop more detailed proposal presentations is to ask questions of the type: What? When? Where? How? Who? Why? For example, what precisely will be done in the experiments? What facility will be used for the measurements? When will the different activities be done? Where will the experimental measurements be made? How will the species concentration be measured? And so forth. The more clear and definitive answers to these kinds of questions the better the proposal is likely to score. Developing answers to these questions is usually hard work, but pays off in improved proposal quality.

It is uncommon to find writers that can build into the proposal presentation adequate detail in the first writing. For this reason, critical multiple reviews are essential to identify deficiencies, and then to correct them in subsequent reworks. Our proposal review experience shows that four or five rigorous review cycles (identifying and fixing deficiencies) will lead to a polished high-quality proposal.

Too often, proposals are prepared with not enough lead time, preempting the opportunity for adequate review cycles. So, plan plenty of lead time and review cycles, and build DETAIL into the proposal in order to submit a clear and easy to understand proposal!!!
